The Prevention and Protection Service is used by the Employer and offers technical consultancy in order to support him in the fulfilment of the requirements of Legislative Decree 81/2008 as amended and supplemented, the "Single text on health and safety in the workplace".

Functions and duties

Article 33 of Legislative Decree 81/2008 as amended and supplemented outlines the tasks of the Prevention and Protection Service.

The Prevention and Protection Service, in order to comply with the provisions of the aforementioned article by virtue of the obligations of the Employer with regard to Risk Assessment and the related Prevention and Protection measures (Article 17, Paragraph 1, letter a), makes use of all the structures present in the University in relation to specific competence.

In addition to the above, the SPP, prepares documentation for safety purposes, proposes specific training and information programmes in relation to related risks; it advises structures on health and safety aspects through technical and documentary support. It supports and facilitates the Radiation Protection Expert and the University Laser Safety Technician in carrying out their functions. It takes care of the aspects of drafting and maintaining the Safety Management System in conjunction with the R.S.G.S.L. (Safety Management System Manager), etc.

It also collaborates on the organisational aspects to support the Medical Officer with regard to health surveillance pursuant to Article 41 of Legislative Decree 81/2008 as amended.

Legislation and Regulations

Legislative Decree No. 81 of 9 April 2008, known as the 'Testo Unico in materia di salute e sicurezza nei luoghi di lavoro' was issued in implementation of Article 1 of Law No. 123 of 3 August 2007 and has reformed, brought together and harmonised, even repealing, several previous regulations on health and safety in the workplace. This Legislative Decree has been in force since 15 May 2008 and applies to all sectors of activity, both private and public, and to all types of risk with the various exceptions and limitations provided by the same decree.

The principles contained in the Consolidation Act, with the new approach given, aimed at a mainly preventive activity, assigns the responsibility of identifying and assessing risks to the Employer (in collaboration with the Prevention and Protection Service and the Competent Doctor, after consultation with the Safety Representatives), downstream of which it expresses the type of intervention with a scale of priorities and to which the persons responsible for the measures to be implemented must adhere.
