The University of Trieste has its own list of economic operators, which is used by the University for awarding contracts below the EU threshold concerning the supply of goods and services.

Registration via the UNITYFVG system

The list is created and managed through UnityFVG, the PAD used by the University for its e-procurement system.
To access and participate, it is necessary to register on the platform and complete the online registration form.

The University of Trieste therefore invites all interested economic operators to apply for registration on the list.

Economic operators who are not in any of the exclusion situations referred to in Articles 94 and 95 of the Public Procurement Code may register on the list.

In addition, economic operators must be registered with the Chamber of Commerce or an equivalent register for an activity that is relevant, even if not identical, to the category of goods or services for which registration is requested. They must also not be subject to disqualification sanctions or bans on entering into contracts with public authorities pursuant to Legislative Decree 231/2001.

The list is used by the University’s various departments to:

  • request quotations for the purpose of direct awards
  • invite operators to negotiated procedures for contracts concerning goods and services below the EU threshold.

These activities are carried out in compliance with the principles of transparency, rotation, and equal treatment, preferably following the indexing proposed by the platform through which the list is managed.

Registration on the list does not entitle the economic operator to be invited to tender procedures, but solely expresses their interest in being considered.

  • The list remains open to new registrations for its entire duration.
  • Registration is valid for one year and can be renewed. However, it remains valid as long as the operator continues to meet the required criteria.
  • Economic operators registered on the list must notify the University of any changes to their data or requirements within 15 days of the change.

Awards made through the list comply with the obligation to use the Public Administration Electronic Marketplace (MEPA) and the conventions/framework agreements entered into by CONSIP S.p.A.

Registration on the list:

  • does not guarantee the awarding of contracts
  • does not constitute a right or expectation to be invited to procedures
  • does not bind the University of Trieste in any way towards the registered operators

By registering on the list, economic operators declare that they accept and undertake to fully comply with the principles set out in the University’s Code of Ethics.

On the page dedicated to the Regulations for the awarding and execution of contracts for works, services and supplies below the EU threshold, the following documents are available:

  • Award value brackets for below-threshold procedures concerning goods and services
  • Circular – Management of University contracts
  • List of goods and services categories
  • Certifications – List of economic operators
  • RUP declaration template for checks

Photographer accreditation

The University of Trieste also maintains a dedicated list of photographers, which is updated annually.

Interested operators must follow the procedure outlined in the Regulations for the management of University spaces. This includes the procedure for requesting authorisation to use University spaces, taking photographs and videos, and the rules governing photographers’ access during final degree examinations.
