Creative Europe Programme 2021-2027

The Creative Europe Programme will continue to support the cultural and creative sectors in the period 2021-2027. The programme is coordinated by DG Education, Youth, Sport and Culture (EAC); calls are managed by the European Education and Culture Executive Agency (EACEA).

General objectives of the programme

  1. To safeguard, develop and promote European culture, linguistic diversity and cultural heritage;
  2. To increase the potential and competitiveness of the cultural and creative sectors and in particular the audiovisual sector.

The programme structure takes over the 3 action lines of the old programme:

  • CULTURE covering the cultural and creative sectors excluding the audiovisual sector;
  • MEDIA covering the audiovisual sector;
  • TRANS-SECTORAL covering activities between different sectors.

The CULTURE strand provides the following funding opportunities:

  • horizontal actions: cooperation projects, networks, platforms, mobility for artists and cultural professionals and policy development;
  • sectoral support: support for the music sector, publishing, cultural heritage and architecture as well as other sectors;
  • special actions: European cultural prizes, European Capitals of Culture, European heritage lable, support for high quality young artists, awareness-raising of citizens.

The MEDIA strand supports audiovisual works including films, TV series, documentaries, video-games, immersive content, cinema, festivals, on-demand services, markets in the sector. It also contributes to the promotion of European talent through training programmes, audience development and film education.

The TRANS-SECTORAL strand responds to common challenges and opportunities of the cultural and creative sectors, including audiovisual, including:

  • Trans-national cooperation: promoting awareness of the programme and supporting the transfer of results;
  • Creative Innovation Laboratories: promoting innovative approaches to content creation, access, destruction and promotion across sectors;
  • Media: by supporting media literacy, quality journalism and media freedom and pluralism.

EU Member States, EFTA and EEA countries. The participation of the following countries will be subject to reaching agreements with them: Kosovo, Montenegro, Macedonia, Serbia, ENP countries (European Neighbourhood Policy).

The participation of the following countries is subject to the signing of participation agreements: Armenia, Georgia, Moldova, Tunisia, Ukraine. Restrictions are foreseen for the participation of the above-mentioned countries in the MEDIA and TRANSECTORAL lines.

The work programmes are annual and have specific sectoral priorities for each action line.

The total budget for the period 2021-2027 is 2.4 billion euros, with an increase compared to the previous program. The co-financing rates for cooperation projects in the Culture strand, as well as those related to various actions in the Media strand, have also been increased.

European cooperation projects support proposals involving a wide range of actors from various cultural and creative sectors to advance multilevel initiatives. Specifically, cooperation projects that contribute to the following general objectives will be supported:

  • Strengthening transnational creation and circulation of works and artists at the European level;
  • Improving the capacity of European cultural and creative sectors to nurture their talents, innovate, and thrive in order to generate employment and growth.

Three types of projects are defined:

  • Small-scale projects: involving at least 3 organizations from 3 different eligible countries; maximum budget of 200,000 euros, funding up to 80% of eligible costs, maximum duration of 48 months;
  • Medium-scale projects: involving at least 5 organizations from 5 different eligible countries; maximum budget of 1 million euros, funding up to 70% of eligible costs, maximum duration of 48 months;
  • Large-scale projects: involving at least 10 organizations from 10 different eligible countries; maximum budget of 2 million euros, funding up to 60% of eligible costs, maximum duration of 48 months.
